It is tbe architect of our present financial structure. They havo built it to suit the cupidity of the usurer and so as to administer to the devouring appetite of money ghouls, rather than to serve the legit m ite wants fo business and trade. They havo made it a snare, a delusion, and a rack of tortuie to those who are content to accu-iu'ate wealth by production and it has proved a bed of quicksand to business energy and honest thrift. I regard the situation to day as not Vreent?ng a contist betw eon the peo j.le imd any Executive Department of this Government, but a contest netwecn the pople and a non-political moneyed olb'arcey that controls all departments and seeks to control all political parties. I find on the list which I hold here in my hand the Hamilton National Bank, of Fort Wain?, In h, which has nearly S 100,000 of the public money. Whose bank is tht:t? That is a bank in'whicb an ex-Secretary of the Treas ury, Mr. McCulloch, is largely inter ested. His salary as Secretary of the Treasury ceased long ago, but his profits ftotn the use of this S100,000 of Government money continues and amount to nearly or quite as much per anuutu as his salary used to be. He is usin" the people's money that has been" wrung from them at the expense of their homes, at the expense of thous ands of hungry children all over this country who are half clad, half fed, and less than half educateed. Then we have the National Bank of the Republic in New York with $930, 000 of tbe Governments money. Who presides over that Bank? John Jay Knox an ex-ComptaolIer of tbe Cur rency. He, too, has his arm in the Treasury up to the elbow, and the profit which he derives from the use ol this $930,000 of the Government fut-is far exceeds tbe salary which herecived when ho was Comptroller. Next wo come to the National Bank ofjtbe Republic in the city of Washing ton, a Bank in the same city with the national Treasury, and along side okit. What necessity is there for a Govern ment depository here in Washington? Everybody knows that it is a mere gratuity to the Bank, and I denounce it as a shameless exhibition of bad of ficial morals. This National Bank of the Republic is presided over I am told by ex-Postmaster General Creswell. It has S165,- 000 of public funds. I Now I come to tbe Western Nation al Bank, of New York. That bank, it will be remembered, was organized ijur ing tbe second session of Forty-ninth Congress by three prominent Treas iry officfa's, two other Treasury oflicials, theTreisurer of tbe United States, Ir. Jordan, and the subtreasurer of jthe United States at New Y'ork, Mr. Clan da,' were prominent in organizing that bank and are prominent stockholders in it to-day. How much Government money has this bank? One- million one bundle I thousand dollars. It de posited bonds to the amount of SI, 000, 000, and received SI, 100,000 of Gov etnment funds, which are being used by this bank, as all these other cx-of-llcials are using Government funds, for their own profit and advantage. F. O. Matheisen, one of the prominent char acters in the infamous sugar trust, was conspicuous in organizing this bank and is a prominent stockholder in it. 1 examined the record with regard to this bank and I want to give what it says. The book which designates tbe amount that these banks shall receive, shows this order concerning the West ern National, Mr. Jordan's bank: "Fill tbe bank from banks outside of New York." Is not that good? Laughter. Then we have the Third National ias , i S5 15,000 COMMISSIONER'S SALE OF VALUABLE LAND.
